{"id":107502,"date":"2023-07-01T09:05:07","date_gmt":"2023-07-01T09:05:07","guid":{"rendered":"https:\/\/haberulus.net\/?p=107502"},"modified":"2023-07-01T09:05:07","modified_gmt":"2023-07-01T09:05:07","slug":"pandemi-ve-deprem-ev-tercihlerini-degistirdi","status":"publish","type":"post","link":"https:\/\/haberulus.net\/?p=107502","title":{"rendered":"Pandemi ve deprem ev tercihlerini de\u011fi\u015ftirdi"},"content":{"rendered":"<p>Kahramanmara\u015f merkezli depremlerden en \u00e7ok etkilenen illerden olan Gaziantep\u2019te vatanda\u015flar, y\u00fcksek katl\u0131 binalardan uzakla\u015f\u0131p, az katl\u0131 yap\u0131lara y\u00f6nelmeye ba\u015flad\u0131.<\/p>\n<p>Konuya ili\u015fkin konu\u015fan Gaziantep \u0130n\u015faat M\u00fcteahhitleri Derne\u011fi Ba\u015fkan\u0131 Bora Kanevet\u00e7i, pandemi ile ba\u015flayan m\u00fcstakil, ba\u011f ve k\u00f6y evlerine d\u00f6n\u00fc\u015f\u00fcn depremle h\u0131zland\u0131\u011f\u0131n\u0131, vatanda\u015flar\u0131n ya\u015fam tarzlar\u0131ndaki de\u011fi\u015fikli\u011fin de konut sat\u0131\u015flar\u0131n\u0131 etkiledi\u011fini s\u00f6yledi.<\/p>\n<p>\u201cBunun iki sebebi var. \u0130nsanlar, d\u00fc\u015f\u00fck katl\u0131 binalarda kendilerini daha g\u00fcvende hissediyor. Bir di\u011feri de psikolojik\u201d diyen Kanevet\u00e7i, \u201cOlas\u0131 bir depremde \u00e7abuk \u00e7\u0131kabilece\u011fini d\u00fc\u015f\u00fcn\u00fcyor. Bundan dolay\u0131 \u00f6zellikle ba\u011f evlerinin, bah\u00e7elerin, arazilerin fiyatlar\u0131nda bir art\u0131\u015f ya\u015fand\u0131. Bu art\u0131\u015f\u0131n da bir \u015fekilde el birli\u011fi ile engellenmesi gerekiyor\u201d diye konu\u015ftu.<\/p>\n<p><b>\u2018DEPREM SEKT\u00d6R\u00dc ETK\u0130LED\u0130, TOPARLANMA S\u00dcREC\u0130NDEY\u0130Z\u2019<\/b><\/p>\n<p>11 ilde ya\u015fanan depremin in\u015faat sekt\u00f6r\u00fcn\u00fc olumsuz ve derinden etkiledi\u011fini anlatan Kanavetci, Gaziantep kent merkezinin di\u011fer illere oranla daha \u00e7ok y\u0131k\u0131ld\u0131\u011f\u0131n\u0131 belirtti.<\/p>\n<p>Kanavet\u00e7i, y\u0131k\u0131mlardan kaynakl\u0131 konut a\u00e7\u0131\u011f\u0131 ortaya \u00e7\u0131kt\u0131\u011f\u0131n\u0131 belirterek, \u015f\u00f6yle dedi:<\/p>\n<p>\u201c6 \u015eubat depremi g\u00f6sterdi ki; bir yap\u0131, bilim ve fen \u0131\u015f\u0131\u011f\u0131nda in\u015fa edilirse hi\u00e7bir sorunla kar\u015f\u0131la\u015fmayaca\u011f\u0131z.<\/p>\n<p>Biliyoruz ki; deprem \u00f6ld\u00fcrmez, yap\u0131 \u00f6ld\u00fcr\u00fcr. Bir yap\u0131 in\u015fa edilirken kentin planlamas\u0131ndan, in\u015faatta uygulanacak kurallardan, bilim ve fenden, in\u015faat tekni\u011finden zemin et\u00fcd\u00fcne kadar bunlar\u0131n tamam\u0131n\u0131n ele al\u0131nmas\u0131 gerekti\u011fi bir kez daha ortaya \u00e7\u0131km\u0131\u015f oldu.<\/p>\n<p>Burada tabi zemin et\u00fcd\u00fcn\u00fc de g\u00f6z \u00f6n\u00fcnde bulundurmak gerekiyor. Deprem ile sekt\u00f6r olumsuz etkilenmi\u015fti ancak yava\u015f yava\u015f toparlanma s\u00fcrecine girdik. Y\u0131k\u0131mlardan kaynakl\u0131 ister istemez konut a\u00e7\u0131\u011f\u0131 ortaya \u00e7\u0131kt\u0131. Bir \u015fekilde yeni konutlar in\u015fa ediliyor.\u201d<\/p>\n<p><b>\u20182000\u2019DEN \u00d6NCEK\u0130 B\u0130NALAR D\u00d6N\u00dc\u015eT\u00dcR\u00dcLMEL\u0130\u2019<\/b><\/p>\n<p>Kanavet\u00e7i, \u00f6zellikle 2000\u2019den \u00f6nceki eski yap\u0131 stoklar\u0131n\u0131n bir \u015fekilde d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi gerekti\u011fini belirtip, bunu hasarl\u0131 ya da hasars\u0131z olarak nitelendirmeden yapmak gerekti\u011finin alt\u0131n\u0131 \u00e7izdi.<\/p>\n<p>\u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131 ile yerel y\u00f6netimlerin bu d\u00f6n\u00fc\u015f\u00fcme te\u015fvik edici kararlar almas\u0131 gerekti\u011fini vurgulayan Kanevet\u00e7i, \u201cDeprem g\u00f6sterdi ki; \u00f6nce insan\u0131m\u0131z\u0131n can g\u00fcvenli\u011fi olmal\u0131. Cumhurba\u015fkan\u0131\u2019m\u0131z da a\u00e7\u0131klad\u0131; y\u0131k\u0131lan binalar\u0131n y\u00fczde 95-96\u2019s\u0131, 2000 y\u0131l\u0131ndan \u00f6nce yap\u0131 ruhsat\u0131 al\u0131nan binalar. 2000 y\u0131l\u0131 \u00f6ncesi al\u0131nan tapular 1975 y\u00f6netmeli\u011fine tabiler. Ard\u0131ndan 2001-2002 y\u0131l\u0131nda yap\u0131 denetim sistemi getirildi. Olumlu bir d\u00fczenleme oldu. \u00d6zellikle 2000 y\u0131l\u0131ndan \u00f6nce eski yap\u0131 stoklar\u0131n\u0131n bir \u015fekilde d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi gerekiyor. Bunu hasarl\u0131 ya da hasars\u0131z olarak nitelendirmeden yapmak gerekiyor\u201d diye konu\u015ftu.<\/p>\n<p><b>\u2018SATI\u015eLAR Y\u00dcZDE 40 AZALDI\u2019<\/b><\/p>\n<p>Pandemi s\u00fcreci ile ba\u015flayan m\u00fcstakil ya\u015fam tarz\u0131n\u0131n deprem felaketi ile artt\u0131\u011f\u0131n\u0131 belirten Kanavet\u00e7i, \u201cApartmanlarda ya\u015fayan vatanda\u015flar\u0131m\u0131z konutlar\u0131na girmeye korktu. En az\u0131ndan \u2018bir bah\u00e7eli evim olursa, bir \u00e7ad\u0131r kurarak bar\u0131nabilirim\u2019 d\u00fc\u015f\u00fcncesi oldu. Bundan dolay\u0131 \u00f6zellikle ba\u011f evlerinin, bah\u00e7elerin, arazilerin fiyatlar\u0131nda bir art\u0131\u015f ya\u015fand\u0131\u201d dedi.<\/p>\n<p>\u201cBu art\u0131\u015f\u0131n da bir \u015fekilde el birli\u011fi ile engellenmesi gerekiyor\u201d diyen Kanavet\u00e7i, \u015f\u00f6yle devam etti:<\/p>\n<p>\u201cKonut sat\u0131\u015flar\u0131 depremden sonra bir s\u00fcre dura\u011fanla\u015fm\u0131\u015ft\u0131. Bu sene Gaziantep i\u00e7in tapuda yap\u0131lan i\u015flem say\u0131s\u0131, ge\u00e7en y\u0131la g\u00f6re y\u00fczde 40 azalarak 9 bin civar\u0131nda ger\u00e7ekle\u015fti. \u015eu s\u0131ra biraz daha ray\u0131na oturdu.
