Plana ili\u015fkin raporda, ildeki sel ta\u015fk\u0131nlar\u0131n\u0131n nedenleriyle ilgili \u015fu saptamalara yer verildi:<\/p>\n<p><strong>\u201cTA\u015eKIN ETK\u0130S\u0130N\u0130 DAHA DA ARTIRMAKTA\u201d<\/strong><\/p>\n<p>\u201cDerelerin i\u00e7erisinden ge\u00e7ti\u011fi havzalar\u0131n heyelana duyarl\u0131 yap\u0131lar\u0131 nedeniyle, a\u015f\u0131r\u0131 ya\u011f\u0131\u015flarda meydana gelen yama\u00e7 akmalar\u0131 dere yataklar\u0131na kadar inerek, i\u00e7erisindeki moloz a\u011fa\u00e7 k\u00f6k ve dallar\u0131 gibi y\u00fczer malzemeler ilerleyerek mansap k\u0131sm\u0131nda yer alan k\u00f6pr\u00fc ve menfezleri t\u0131kayarak barajlama etkisiyle b\u00fcy\u00fck boyutlu tahribat olu\u015fturmaktad\u0131r.<\/p>\n<p>Bunun yan\u0131nda sahil kesiminden ge\u00e7en Karadeniz Sahil Yolu&#8217;nun kot olarak y\u00fcksek tutulmas\u0131, ya\u011f\u0131\u015f sular\u0131 i\u00e7in bir set olu\u015fturarak, ta\u015fk\u0131n sular\u0131n\u0131n denize ula\u015fmas\u0131na engel olmas\u0131 nedeniyle ta\u015fk\u0131n etkisini daha da artt\u0131rmaktad\u0131r.<\/p>\n<p><strong>\u201cALTYAPI KAPAS\u0130TELER\u0130 YETERS\u0130Z\u201d<\/strong><\/p>\n<p>\u015eehir ta\u015fk\u0131nlar\u0131na yol a\u00e7an bir di\u011fer husus da il ve il\u00e7e merkezlerinin ya\u011fmur suyu ve di\u011fer altyap\u0131 tesislerinin kapasitelerinin yetersiz olmas\u0131d\u0131r. \u0130limizin hem mevcut ya\u011f\u0131\u015f rejimi hem yan derelerden kaynakl\u0131 gelen rusubi malzemeler kolayl\u0131kla altyap\u0131lar\u0131n t\u0131kanmas\u0131na yol a\u00e7arak su bask\u0131nlar\u0131na neden olmaktad\u0131r.<\/p>\n<p>2019 y\u0131l\u0131nda D\u00fcnya Bankas\u0131&#8217;ndan sa\u011flanan bir hibe program\u0131 \u00e7er\u00e7evesinde Rize Belediyesi ve \u0130lbank taraf\u0131ndan afet risklerinin tespiti ve altyap\u0131n\u0131n g\u00fc\u00e7lendirilmesine y\u00f6nelik bir plan \u00e7al\u0131\u015fmas\u0131na ba\u015flanm\u0131\u015ft\u0131r.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/i01.sozcucdn.com\/wp-content\/uploads\/2023\/08\/08\/44.jpg\" alt=\"\" title=\"\"><\/p>\n<p><strong>\u201cYOLLARIN YA\u011eMUR SUYU DRENAJ HATLARI YETERS\u0130Z\u201d <\/strong><\/p>\n<p>Yap\u0131lan afet et\u00fct \u00e7al\u0131\u015fmalar\u0131n\u0131n b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcnde bu tespit mevcut olup, da\u011f\u0131n\u0131k olan yerle\u015fim yerlerine giden yol a\u011f\u0131n\u0131n \u00e7ok fazla olmas\u0131 ve en \u00f6nemlisi bu yollar\u0131n ya\u011fmur sular\u0131n\u0131n drenaj ve de\u015farj\u0131 i\u00e7in yetersiz altyap\u0131lara sahip olmas\u0131 nedeniyle, yol boyunca suyun uzun mesafelerde toplanarak uygun olmayan noktalardan kontrols\u00fczce arazilere yay\u0131lmas\u0131na yol a\u00e7maktad\u0131r.<\/p>\n<p>Bunun sonucu olarak da \u00f6zellikle yollar\u0131n alt k\u0131s\u0131mlar\u0131ndaki yama\u00e7 akmalar\u0131 tetiklenmektedir. \u0130limizde k\u0131rsal kesimlerde meydana gelen heyelan ve sellenmelerin temel nedenlerinden biri de k\u00f6y ve mahalle yollar\u0131n\u0131n ya\u011fmursuyu drenaj hatlar\u0131n\u0131n yetersiz olmas\u0131d\u0131r.\u201d<\/p>\n<p><strong>\u201cB\u0130NALARIN B\u00dcY\u00dcK B\u00d6L\u00dcM\u00dc M\u00dcHEND\u0130SL\u0130K H\u0130ZMET\u0130 G\u00d6RMEM\u0130\u015e\u201d<\/strong><\/p>\n<p>Planda, deprem riskine ili\u015fkin ildeki yap\u0131lar\u0131n durumuyla ilgili \u015funlar kaydedildi:<\/p>\n<p>\u201c\u0130limizin k\u00fctle hareketleri a\u00e7\u0131s\u0131ndan kritik bir yap\u0131ya sahip olmas\u0131 nedeniyle; depremlerin tetiklemesi ile heyelan, kaya d\u00fc\u015fmesi ve \u00e7\u0131\u011f gibi ikincil afetlerin ya\u015fanmas\u0131 olas\u0131d\u0131r.<\/p>\n<p>Bir di\u011fer husus da ilimizdeki mevcut binalardan \u00f6zellikle eski tarihlerde yap\u0131lm\u0131\u015f olanlar\u0131n oransal olarak b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fcn yeterli m\u00fchendislik hizmeti g\u00f6rmemi\u015f olmas\u0131 nedeniyle deprem riskine olduk\u00e7a a\u00e7\u0131k bir durumda olmalar\u0131d\u0131r.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/i01.sozcucdn.com\/wp-content\/uploads\/2023\/08\/08\/33.jpg\" alt=\"\" title=\"\"><\/p>\n<p><strong>\u201cMERKEZ \u0130L\u00c7EN\u0130N \u00dc\u00c7TE B\u0130R\u0130 DOLGU ALANI \u00dcZER\u0130NE KURULU\u201d<\/strong><\/p>\n<p>Merkez il\u00e7emizin 3&#8217;te 1&#8217;ine yak\u0131n b\u00f6l\u00fcm\u00fc dolgu alan\u0131 \u00fczerine kurulu durumdad\u0131r. 1960&#8217;l\u0131 y\u0131llar\u0131n ortalar\u0131nda kaya bloklar\u0131, kum ve kil gibi malzemelerin kar\u0131\u015f\u0131m\u0131yla olu\u015fturulan 350 bin metrekarelik deniz dolgu alan\u0131n\u0131n \u00fcst\u00fcnde bulunan yap\u0131lar \u00f6nceki d\u00f6nemlerde Rize \u0130n\u015faat M\u00fchendisleri Odas\u0131 taraf\u0131ndan incelenmi\u015f ve beton s\u0131n\u0131f\u0131 ile demirdeki korozyon kay\u0131plar\u0131n\u0131n binalar\u0131 riskli duruma getirdi\u011fini belirlemi\u015ftir. Depremler s\u0131ras\u0131nda yeralt\u0131nda yay\u0131lan sismik dalgalar yery\u00fcz\u00fcne ula\u015ft\u0131klar\u0131nda titre\u015fim \u00fcretirler. Deprem dalgalar\u0131 yumu\u015fak zeminlerde ilerlerken genlikleri artar ve b\u00fcy\u00fct\u00fcl\u00fcr. Zemin b\u00fcy\u00fctmesi olarak adland\u0131r\u0131lan bu olay dolgu alan\u0131ndaki bu dayan\u0131ks\u0131z yap\u0131lar i\u00e7in ciddi manada risk olu\u015fturmaktad\u0131r.<\/p>\n<p>Dolgu alan\u0131ndaki zemin \u00f6zelliklerinin zay\u0131f olmas\u0131, il\u00e7e yerle\u015fim merkezlerinin s\u0131v\u0131la\u015fma riski ta\u015f\u0131yan al\u00fcvyal toprak alanlar\u0131 \u00fczerinde kurulmu\u015f olmas\u0131, liman\u0131n ve Karadeniz Sahil Yolu&#8217;nun deprem an\u0131ndaki performans\u0131n\u0131n bilinmemesi gibi konular \u00e7evresel fakt\u00f6rler a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nemlidir. Deprem konusunda toplumun bilin\u00e7li olmamas\u0131, deprem tehdidinin \u00f6nemsenmemesi durumu ilin sosyal fakt\u00f6rlerinin de\u011ferlendirilmesi gereklili\u011fini ortaya \u00e7\u0131karmaktad\u0131r. Finansal eksiklikler, mevzuat sorunlar\u0131, yap\u0131 stok bilgisinin eksikli\u011fi, yer se\u00e7imi konusunda kurumlar aras\u0131 ileti\u015fimin olmamas\u0131, kontrol ve denetim mekanizmalar\u0131n\u0131n i\u015fleyi\u015findeki eksiklikler konular\u0131 da ekonomik, politik\/ yasal a\u00e7\u0131dan de\u011ferlendirilmesi gereken \u00f6nemli konulard\u0131r.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/i01.sozcucdn.com\/wp-content\/uploads\/2023\/08\/08\/rize-2-1.jpg\" alt=\"\" title=\"\"><\/p>\n<p><strong>\u201cYAPILAN YOLLAR GEL\u0130\u015e\u0130 G\u00dcZEL A\u00c7ILIYOR\u201d<\/strong><\/p>\n<p>Kaya d\u00fc\u015fmesi riskiyle ilgili tespitlerin de yer ald\u0131\u011f\u0131 planda, Rize&#8217;deki yollar\u0131n \u201cgeli\u015fi g\u00fczel a\u00e7\u0131ld\u0131\u011f\u0131na\u201d dikkat \u00e7ekilerek, \u201cKaya d\u00fc\u015fmesi potansiyeli olan yerlerden do\u011frudan etkilenen daimi yerle\u015fim yerinin ilimizde az olmas\u0131 nedeniyle kaya d\u00fc\u015fmesi tehlikesi \u0130RAP s\u00fcrecinde ilimiz i\u00e7in geri planda kalmaktad\u0131r. Yap\u0131lan GZFT analizi sonucunda kaya d\u00fc\u015fmesi olaylar\u0131n\u0131n etki ve risklerini azaltabilmek i\u00e7in gerekli et\u00fctler ve tasar\u0131mlar yap\u0131lmadan ula\u015f\u0131m yollar\u0131n\u0131n geli\u015fi g\u00fczel a\u00e7\u0131lmas\u0131, eski ta\u015f ocaklar\u0131n\u0131n okul ve di\u011fer kamu hizmetleri i\u00e7in kullan\u0131lmas\u0131, uzman personelin yetersizli\u011fi, b\u00fct\u00e7e imkanlar\u0131n\u0131n k\u0131s\u0131tl\u0131 olmas\u0131 gibi konular\u0131n iyile\u015ftirilmesi gereklili\u011fi belirtilmi\u015ftir\u201d denildi.<\/p>\n<p><strong>\u201cYOLLARIN STANDARDI D\u00dc\u015e\u00dcK\u201d<\/strong><\/p>\n<p>Planda, ilin g\u00fcney il\u00e7elerindeki yollar\u0131n\u0131n standartlar\u0131yla ilgili \u201c\u0130limizin g\u00fcney il\u00e7elerine ba\u011fl\u0131 yerle\u015fim yerlerine giden yolar\u0131n yetersizli\u011fi ve mevcut yollar\u0131n da standartlar\u0131n\u0131n \u00e7ok d\u00fc\u015f\u00fck olmas\u0131 nedeniyle kaya d\u00fc\u015fmesi a\u00e7\u0131s\u0131ndan da olduk\u00e7a y\u00fcksek d\u00fczeyde tehlike olu\u015fturmas\u0131d\u0131r\u201d saptamas\u0131 yer ald\u0131.<\/p>\n<p><strong>\u201cKA\u00c7AK YAPILA\u015eMA ARTIYOR\u201d<\/strong><\/p>\n<p>\u201cGe\u00e7mi\u015f afetlerden ders almad\u0131k\u201d denilen planda, tar\u0131m arazilerinin imara a\u00e7\u0131ld\u0131\u011f\u0131na dikkat \u00e7ekilerek \u015fu de\u011ferlendirme yap\u0131ld\u0131:<\/p>\n<p>\u201cToplumun iklim de\u011fi\u015fikli\u011fi konusunda yeterince bilincinin olmamas\u0131, kentle\u015fmede iklim de\u011fi\u015fikli\u011finin dikkate al\u0131nmamas\u0131, alt ve \u00fcstyap\u0131lardaki fiziki yetersizlikler, \u00e7ay tar\u0131m\u0131 alanlar\u0131nda drenaj sistemlerinin olmamas\u0131, yaylalarda ka\u00e7ak yap\u0131la\u015fman\u0131n artmas\u0131, kurumlar aras\u0131 ileti\u015fim eksikli\u011fi gibi konular\u0131n iyile\u015ftirilmesi \u00fczerinde durulmu\u015ftur.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/i01.sozcucdn.com\/wp-content\/uploads\/2023\/08\/08\/rize.jpeg\" alt=\"\" title=\"\"><\/p>\n<p><strong>\u201cTUR\u0130ST\u0130K YERLER HEYELAN ALANI\u201d<\/strong><\/p>\n<p>Planda, Rize&#8217;nin afetlere ili\u015fkin g\u00fc\u00e7l\u00fc ve zay\u0131f y\u00f6nleriyle ilgili \u015fu ifadeler yer ald\u0131:<\/p>\n<p>\u201cHEYELAN: Drenaj eksikli\u011fi. Yer se\u00e7imi \u00e7al\u0131\u015fmalar\u0131nda jeolojik- jeoteknik et\u00fctleri yapma konusundaki eksiklik. Dere yataklar\u0131na yak\u0131n alanlarda konut ve \u00e7ay al\u0131m yeri benzeri binalar yap\u0131lmas\u0131. Dere \u0131slah\u0131 \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda dere daraltmalar\u0131 \u00e7al\u0131\u015fmalar\u0131 a\u015famas\u0131nda ya\u015fanan m\u00fclkiyet sorunlar\u0131n\u0131n ortaya \u00e7\u0131kmas\u0131. Olay\u0131n yarg\u0131ya ta\u015f\u0131nmas\u0131 \u015feklinde sorunlar\u0131n ortaya \u00e7\u0131kmas\u0131. Ayr\u0131ca ta\u015fk\u0131n sahas\u0131nda kalmas\u0131 olas\u0131 alanlar\u0131n imar sahas\u0131 olarak a\u00e7\u0131lmas\u0131n\u0131n engellenmesi gerekmektedir. Tar\u0131m alanlar\u0131nda (\u00f6zellikle \u00e7ayl\u0131k araziler) ya\u015fanan genel drenaj sorunu ve suyun de\u015farj\u0131n\u0131n sa\u011flanamamas\u0131 nedeniyle heyelan olaylar\u0131 meydana gelmesi.<\/p>\n<p>Altyap\u0131 ve \u00fcstyap\u0131 \u00e7al\u0131\u015fmalar\u0131ndaki genel istinat \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda ya\u015fanan m\u00fclkiyet sorunlar\u0131. Yerle\u015fim merkezleri, kamu binalar\u0131, turistik tesis gibi yap\u0131lar\u0131n heyelan duyarl\u0131l\u0131\u011f\u0131 y\u00fcksek alanlarda bulunmas\u0131. Olas\u0131 bir afet durumunda inceleme yapabilecek teknik personel eksikli\u011fi. K\u00fctle hareketlerine sebebiyet verebilecek izinsiz kaz\u0131 ve dolgu \u00e7al\u0131\u015fmalar\u0131. M\u00fclki idareden izin al\u0131nmadan yap\u0131lan yol ve ka\u00e7ak yap\u0131 \u00e7al\u0131\u015fmalar\u0131.<\/p>\n<p><strong>\u201cE\u011e\u0130T\u0130M D\u00dcZEY\u0130 YETERS\u0130Z\u201d<\/strong><\/p>\n<p>AMB s\u0131n\u0131rlar\u0131nda kalan konutlarda ikamete devam edilmesi. Halk\u0131n bu y\u00f6nde bilin\u00e7lendirilmesi ve y\u00f6nlendirilmesi gerekmektedir. E\u011fitim d\u00fczeyinin bu fark\u0131ndal\u0131\u011fa olan olumsuz etkisi.<\/p>\n<p><strong>\u201cYERB\u0130L\u0130MC\u0130 SADECE AFET ZAMANINDA AKLA GEL\u0130YOR\u201d<\/strong><\/p>\n<p>Yerel y\u00f6netimlere ba\u011fl\u0131 kurumlarda genel olarak yer bilimci eksikli\u011fi bulunmas\u0131 ve bu konuda herhangi bir \u00e7aba i\u00e7erisinde olunmamas\u0131. Sadece afet zamanlar\u0131nda y\u00f6neticilerin akl\u0131na gelinmesi. Gerekli \u00e7al\u0131\u015fmalar\u0131n daima kamu kurulu\u015flar\u0131nda beklenmesi, vurdumduymazl\u0131k, \u015fartlar g\u00f6z ard\u0131 edilerek vatanda\u015flar\u0131n kendi isteklerine g\u00f6re hareket edilmesinin istenmesi. Vatanda\u015flar\u0131n \u00e7al\u0131\u015fma yap\u0131lan alandaki raporlar\u0131 kabul etmek istememesi, farkl\u0131 yollar kullan\u0131larak gerekli belge ve sonu\u00e7lar\u0131n al\u0131nmak istenmesi. Vatanda\u015f\u0131n g\u00fcn\u00fcbirlik sonu\u00e7lar beklemesi, zamana yay\u0131labilecek sonu\u00e7lar\u0131 kabul etmemesi.<\/p>\n<p><strong>\u201c\u00dcLKEN\u0130N EKONOM\u0130K \u015eARTLARININ DEVAMLI OLARAK DE\u011e\u0130\u015eMES\u0130\u201d<\/strong><\/p>\n<p>Rize&#8217;nin \u00fclkenin en \u00e7ok ya\u011f\u0131\u015f alan ili olmas\u0131. Ya\u015fam alan\u0131 ve tar\u0131m arazisinin az olmas\u0131 nedeniyle y\u00f6re halk\u0131n\u0131n bu alanlara dokundurmamas\u0131. Afet olaylar\u0131n\u0131n bir\u00e7ok lokasyonda ve ayn\u0131 tarihte olmas\u0131. K\u00fcresel iklim de\u011fi\u015fikli\u011fi. Demografik yap\u0131n\u0131n olumsuz olarak de\u011fi\u015fmesi. \u00dclkenin ekonomik \u015fartlar\u0131n\u0131n devaml\u0131 olarak de\u011fi\u015fmesi.<\/p>\n<p><strong>TA\u015eKIN- SU BASKINI: <\/strong>Akarsu havzalar\u0131nda dere kenarlar\u0131na yak\u0131n alanlara konut yap\u0131lmas\u0131. Dere kenarlar\u0131na yap\u0131lacak konutlarla ilgili imar planlar\u0131na uygun hareket edilmemesi. \u00c7ayl\u0131k arazi alanlar\u0131nda yeterli drenaj tedbirleri al\u0131nmamas\u0131. Irmak ge\u00e7i\u015flerinde kesiti k\u00fc\u00e7\u00fck b\u00fcz ve menfezlerin kesitlerinin yetersiz olmas\u0131. Menfez ve k\u00f6pr\u00fc giri\u015flerinde t\u0131kanmalar\u0131n \u00f6nlenmesi amac\u0131yla rusubat \u00f6nleyici ta\u015fk\u0131n yap\u0131lar\u0131n\u0131n olmamas\u0131. Deniz ta\u015fk\u0131nlar\u0131nda baz\u0131 il\u00e7elerde k\u0131y\u0131 alanlar\u0131nda k\u0131y\u0131 koruma amac\u0131yla yap\u0131lan T mahmuzlar\u0131n bulunmamas\u0131.
