Toplant\u0131da ilk olarak Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 Ek \u00d6deme Y\u00f6netmeli\u011fi ile Aile Hekimli\u011fi S\u00f6zle\u015fme ve \u00d6deme Y\u00f6netmeli\u011fi de\u011ferlendirildi. Yap\u0131lan konu\u015fmalarda performans sisteminin ayn\u0131 tarzda s\u00fcrmesinin \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131 a\u011f\u0131rla\u015ft\u0131rma ve sa\u011fl\u0131kta \u015fiddeti t\u0131rmand\u0131rma sonu\u00e7lar\u0131n\u0131 do\u011furabilece\u011fi, yan\u0131 s\u0131ra disiplin ceza say\u0131s\u0131n\u0131n artabilece\u011fi belirtildi. Hukuki s\u00fcrecin de ele al\u0131nd\u0131\u011f\u0131 toplant\u0131da 5 acil talep belirlendi. \u201cDuyurulan y\u00f6netmeliklerde kapsam d\u0131\u015f\u0131 kalan \u00fc\u00e7\u00fcnc\u00fc basamak ile ilgili beklenen y\u00f6netmeli\u011fin 15 Eyl\u00fcl 2022 tarihli uygulamada hayata ge\u00e7irilmemesi durumunda, platform olarak acil eylem karar\u0131m\u0131z\u0131 a\u00e7\u0131klayaca\u011f\u0131m\u0131z\u0131, t\u00fcm taleplerimiz ger\u00e7ekle\u015fene kadar eylemlere ve m\u00fccadeleye devam edece\u011fimizi bildiriyoruz\u201d denildi.<\/p>\n<p><strong>\u0130\u015eTE O 5 AC\u0130L TALEP<\/strong><\/p>\n<p>Yap\u0131lan ortak a\u00e7\u0131klamada \u201cSa\u011fl\u0131\u011f\u0131m\u0131z i\u00e7in 5 \u00f6ncelikli talebimiz\u201d ba\u015fl\u0131\u011f\u0131yla dile getirilen talepler \u015f\u00f6yle:<\/p>\n<p><strong>ETK\u0130L\u0130 B\u0130R SA\u011eLIKTA \u015e\u0130DDET YASASI<\/strong><\/p>\n<p>Daha \u00f6nce \u00e7\u0131kar\u0131lan sa\u011fl\u0131kta \u015fiddet yasalar\u0131, sa\u011fl\u0131kta \u015fiddeti bitirmekte etkili olmaktan \u00e7ok uzakt\u0131r. Etkili bir \u201cSa\u011fl\u0131kta \u015eiddete Y\u00f6nelik Yasa Teklifi\u201d, Meclis a\u00e7\u0131l\u0131r a\u00e7\u0131lmaz, \u00f6ncelikli olarak g\u00fcndeme al\u0131nmal\u0131 ve yasala\u015fmal\u0131d\u0131r. \u201cBeyaz Reform\u201d ad\u0131 alt\u0131nda yay\u0131mlanan son iki \u00f6deme d\u00fczenlemesi (Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 Ek \u00d6deme Y\u00f6netmeli\u011fi, Aile Hekimli\u011fi S\u00f6zle\u015fme ve \u00d6deme Y\u00f6netmeli\u011finde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik), sa\u011fl\u0131kta \u015fiddeti azaltmas\u0131 bir yana sa\u011fl\u0131kta \u015fiddeti \u201cte\u015fvik\u201d edecek d\u00fczenlemeler i\u00e7ermektedir. Sa\u011fl\u0131kta \u015fiddetin \u00e7\u00f6z\u00fcm\u00fc i\u00e7in her alanda, b\u00fct\u00fcnl\u00fckl\u00fc bir yakla\u015f\u0131m gerekmektedir.<\/p>\n<p><strong>DAHA G\u00dcVENL\u0130 VE SA\u011eLIKLI \u00c7ALI\u015eMA KO\u015eULLARI\u00a0<\/strong><\/p>\n<p>Daha iyi bir sa\u011fl\u0131k hizmeti verebilmemiz i\u00e7in; T\u00fcm hekimler ve sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131n\u0131n \u00e7al\u0131\u015fma ortamlar\u0131, \u00e7al\u0131\u015fma s\u00fcreleri ve i\u015f y\u00fckleri; bilimsel veriler \u0131\u015f\u0131\u011f\u0131nda ilgili emek-meslek \u00f6rg\u00fctlerinin de kat\u0131l\u0131m\u0131 ve denetimiyle sa\u011flanmal\u0131d\u0131r. Hekimleri de hastalar\u0131 da ma\u011fdur eden, hekimlere kar\u015f\u0131 \u015fiddet kayna\u011f\u0131 olan, halk\u0131n sa\u011fl\u0131\u011f\u0131n\u0131 tehlikeye atan 5 dakikada muayene dayatmas\u0131ndan vazge\u00e7ilmelidir. Sa\u011fl\u0131k hizmetleri; hekimin ve toplumun hak etti\u011fi \u015fekilde; bilim ve evrensel de\u011ferler \u00e7er\u00e7evesinde sunulmal\u0131d\u0131r. Ba\u015fta Aile Sa\u011fl\u0131\u011f\u0131 Merkezleri (ASM) olmak \u00fczere kamusal bir hizmet olan sa\u011fl\u0131k hizmeti; kamu binalar\u0131nda, kamu imkanlar\u0131yla verilmelidir. Sa\u011fl\u0131k hizmetlerinin temeli olan birinci basamak sa\u011fl\u0131k hizmetlerine yeterli kaynak ayr\u0131lmal\u0131, hekim ba\u015f\u0131 1500 kesin kay\u0131tl\u0131 birey d\u00fc\u015fecek \u015fekilde aile hekimi say\u0131s\u0131 art\u0131r\u0131lmal\u0131.<\/p>\n<p><strong>N\u0130TEL\u0130KL\u0130 E\u011e\u0130T\u0130M<\/strong><\/p>\n<p>\u00dcniversite ve uzmanl\u0131k e\u011fitimi kontenjanlar\u0131, ilgili emek ve meslek \u00f6rg\u00fctlerinin a\u011f\u0131rl\u0131kta oldu\u011fu bir kurulla liyakate dayal\u0131 ve bilimsel \u00f6l\u00e7\u00fctlere g\u00f6re olu\u015fturulmal\u0131d\u0131r. Kontenjanlar\u0131n ve m\u00fcfredat\u0131n belirlenmesi ve uygulanmas\u0131nda; \u00fclkenin ger\u00e7ek sa\u011fl\u0131k hizmeti ihtiyac\u0131, kurumlar\u0131n e\u011fitimle ilgili yeterlilikleri gibi \u00f6zellikler g\u00f6z \u00f6n\u00fcnde bulundurulmal\u0131;\u00a0 uluslararas\u0131 ve bilimsel standartlar sa\u011flanmadan yeni e\u011fitim kurumu a\u00e7\u0131lmamal\u0131d\u0131r. Sa\u011fl\u0131k sisteminde de e\u011fitimde de koruyucu sa\u011fl\u0131k hizmetleri \u00f6ncelenmelidir. Sa\u011fl\u0131k meslek \u00f6\u011frencilerinin \u00fccret ve staj olanaklar\u0131yla ilgili mevzuatta d\u00fczenleme yap\u0131lmal\u0131d\u0131r. Asistan ve int\u00f6rn hekimlerin e\u011fitim, dinlenme haklar\u0131n\u0131 ellerinden almayan \u00fccret d\u00fczenlemesi derhal hayata ge\u00e7irilmelidir.<\/p>\n<p><strong>COVID-19 PANDEM\u0130S\u0130 \u00d6ZEL\u0130NDE G\u00dcVENCE<\/strong><\/p>\n<p>COVID-19 t\u00fcm hekimler ve sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131 i\u00e7in illiyet ba\u011f\u0131 aranmaks\u0131z\u0131n meslek hastal\u0131\u011f\u0131 say\u0131lmal\u0131 ve yasal dayana\u011f\u0131 olmal\u0131d\u0131r. Pandeminin ba\u015flang\u0131c\u0131ndan itibaren t\u00fcm hekim, sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131n\u0131n y\u0131pranma pay\u0131, ge\u00e7mi\u015fi de i\u00e7erecek \u015fekilde bir y\u0131la 120 g\u00fcn olmal\u0131d\u0131r. Pandemi bitti\u011finde ise t\u00fcm sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131na be\u015f y\u0131la bir y\u0131l y\u0131pranma pay\u0131 verilecek \u015fekilde d\u00fczenleme yap\u0131lmal\u0131d\u0131r.\u00a0Pandemide sa\u011fl\u0131k kurumlar\u0131nda ve filyasyonda g\u00f6rev alan di\u015f hekimleri ba\u015fta olmak \u00fczere sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131na kendi alan\u0131 d\u0131\u015f\u0131nda g\u00f6revlendirmeler yap\u0131lm\u0131\u015ft\u0131r. Pandemi dahi olsa t\u00fcm g\u00f6revlendirmeler, alana uygun olan unvan ve g\u00f6revlerdeki ki\u015filer g\u00f6z \u00f6n\u00fcnde bulundurularak planl\u0131 ve g\u00fcvenceli bir bi\u00e7imde yap\u0131lmal\u0131d\u0131r.<\/p>\n<p><strong>EKONOM\u0130K VE \u00d6ZL\u00dcK HAKLARIN KORUNMASI VE GEL\u0130\u015eT\u0130R\u0130LMES\u0130<\/strong><\/p>\n<p>T\u00fcm \u00fccretler, \u00f6zl\u00fck haklar\u0131ndan feragat etmemiz istenmeden; tek kalemde ve emeklili\u011fe yans\u0131yan \u015fekilde olmal\u0131d\u0131r. \u0130zin, rapor ve e\u011fitimlerde \u00fccret kesintisi yap\u0131lmamal\u0131; \u00fccret belirlemede toplu g\u00f6r\u00fc\u015fme de\u011fil toplu s\u00f6zle\u015fme esas olmal\u0131d\u0131r. T\u00fcm sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131, yoksulluk s\u0131n\u0131r\u0131n\u0131n \u00fczerinde ayl\u0131k net gelire sahip olmal\u0131d\u0131r. Hekimlerin ayl\u0131k en d\u00fc\u015f\u00fck net geliri, yoksulluk s\u0131n\u0131r\u0131n\u0131n en az iki kat\u0131 olmal\u0131d\u0131r.\u00a0Ayn\u0131 i\u015fi yapan \u00e7al\u0131\u015fanlar aras\u0131nda farkl\u0131 istihdam modelleri nedeniyle olu\u015fan e\u015fitsizli\u011fi gidermek amac\u0131yla tek ve g\u00fcvenceli istihdam modeli sa\u011flanmal\u0131d\u0131r.
