{"id":37985,"date":"2022-09-07T11:36:04","date_gmt":"2022-09-07T11:36:04","guid":{"rendered":"https:\/\/haberulus.net\/?p=37985"},"modified":"2022-09-07T11:36:04","modified_gmt":"2022-09-07T11:36:04","slug":"dunya-genelinde-771-milyon-kisi-okuma-yazma-bilmiyor","status":"publish","type":"post","link":"https:\/\/haberulus.net\/?p=37985","title":{"rendered":"D\u00fcnya genelinde 771 milyon ki\u015fi okuma yazma bilmiyor"},"content":{"rendered":"<p><b>BM verileri, d\u00fcnya genelinde \u00fc\u00e7te ikisini kad\u0131nlar\u0131n olu\u015fturdu\u011fu 771 milyon ki\u015finin okuma yazma bilmedi\u011fini ortaya koyuyor.<\/b><\/p>\n<p>D\u00fcnya genelinde \u00fc\u00e7te ikisini kad\u0131nlar\u0131n olu\u015fturdu\u011fu 771 milyon ki\u015fi hala okuma yazma bilmiyor.<\/p>\n<p>Birle\u015fmi\u015f Milletler E\u011fitim, Bilim ve K\u00fclt\u00fcr \u00d6rg\u00fct\u00fc (UNESCO) verilerine g\u00f6re, son 50 y\u0131lda d\u00fcnya genelinde \u00f6zellikle gen\u00e7 n\u00fcfusta okuryazarl\u0131k oran\u0131 kayda de\u011fer \u00f6l\u00e7\u00fcde art\u0131\u015f g\u00f6sterdi.<\/p>\n<p>Ancak bu ilerlemeye ra\u011fmen 2020\u2019de d\u00fcnya genelinde 771 milyon yeti\u015fkinin okuryazar olmad\u0131\u011f\u0131na dikkat \u00e7ekildi. Bu say\u0131n\u0131n \u00fc\u00e7te ikisini kad\u0131nlar olu\u015fturuyor.<\/p>\n<p><strong>OKURYAZARLIK ORANINDA ARTI\u015e<\/strong><\/p>\n<p>UNESCO \u0130statistik Enstit\u00fcs\u00fc&#8217;n\u00fcn yay\u0131mlad\u0131\u011f\u0131 veriler son y\u0131llarda okuryazarl\u0131k oran\u0131nda iyile\u015fen grafi\u011fe i\u015faret ediyor.<\/p>\n<p>\u0130statistikler, 15 ya\u015f \u00fcst\u00fcnde d\u00fcnya genelindeki okuryazarl\u0131k oran\u0131n\u0131n 1990&#8217;da y\u00fczde 74, 2000&#8217;de y\u00fczde 81, 2010&#8217;da y\u00fczde 84 ve 2020\u2019de y\u00fczde 87 seviyesine y\u00fckseldi\u011fini ortaya koyuyor.<\/p>\n<p>Veriler, d\u00fcnya genelindeki sava\u015flar\u0131n \u00f6\u011frencilerin okula gitme oranlar\u0131n\u0131 olumsuz etkiledi\u011fini g\u00f6steriyor.<\/p>\n<p><strong>SAVA\u015eLAR OLUMSUZ ETK\u0130L\u0130YOR<\/strong><\/p>\n<p>Buna g\u00f6re Afganistan, Yemen ve Ukrayna\u2019da ya\u015fanan sava\u015flar nedeniyle milyonlarca insan, yerinden \u00e7\u0131kmak zorunda kald\u0131.<\/p>\n<p>Birle\u015fmi\u015f Milletler M\u00fclteciler Y\u00fcksek Komiserli\u011fine (BMMYK) g\u00f6re, Afganistan\u2019da bu y\u0131l 700 bin, son y\u0131llarda ise yakla\u015f\u0131k 5,5 milyon ki\u015fi evlerini terk etmek zorunda kald\u0131. Ukrayna\u2019da da sava\u015ftan etkilenen 7,1 milyon ki\u015fi evlerini terk ederken, 2 binden fazla okul hasar g\u00f6rd\u00fc ve 200\u2019den fazla okul da y\u0131k\u0131ld\u0131.<\/p>\n<p>T\u00fcm bu rakamlar\u0131n \u00f6\u011frenim s\u00fcrecindeki \u00f6\u011frencileri do\u011frudan etkiledi\u011fi vurguland\u0131.<\/p>\n<p>Yay\u0131mlanan ara\u015ft\u0131rmada Kovid-19 nedeniyle ortaya \u00e7\u0131kan olumsuz sonu\u00e7lara da yer verildi. Buna g\u00f6re e\u011fitim s\u00fcreci aksayan 24 milyon ki\u015finin \u00f6\u011frenim s\u00fcrecine d\u00f6nemeyece\u011fi tahmin ediliyor. Bu ki\u015filerin 11 milyonluk kesiminin de k\u0131z \u00e7ocuklar\u0131 ve gen\u00e7 k\u0131zlar olaca\u011f\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p><strong>AFR\u0130KA VE G\u00dcNEY ASYA\u2019DA ORANLAR DAHA Y\u00dcKSEK<\/strong><\/p>\n<p>UNESCO \u0130statistik Enstit\u00fcs\u00fc&#8217;n\u00fcn verileri, \u00f6zellikle Afrika ve G\u00fcney Asya \u00fclkelerindeki d\u00fc\u015f\u00fck okur yazarl\u0131k rakamlar\u0131n\u0131 ortaya koyuyor.<\/p>\n<p>Buna g\u00f6re Sahraalt\u0131 Afrika, d\u00fcnya genelinde y\u00fczde 34 ile en y\u00fcksek okuma-yazma bilmeyen ki\u015fi oran\u0131na sahip b\u00f6lge.<\/p>\n<p>Okuma-yazma bilmeyenlerin oran\u0131, G\u00fcney Asya \u00fclkelerinde y\u00fczde 27, Avrupa \u00fclkelerinde y\u00fczde 1, Latin Amerika ve Karayipler\u2019de y\u00fczde 6 seviyesinde.<\/p>\n<p>Okula kat\u0131l\u0131m\u0131n d\u00fc\u015f\u00fck olmas\u0131 da okuryazarl\u0131k oran\u0131n\u0131 da olumsuz etkiliyor. Sahraalt\u0131 Afrika \u00fclkelerindeki \u00e7ocuk ve gen\u00e7lerin e\u011fitim faaliyetlerine kat\u0131l\u0131m oran\u0131 olduk\u00e7a d\u00fc\u015f\u00fck.<\/p>\n<p>Afrika k\u0131tas\u0131ndaki \u00fclkelerde 6 ile 11 ya\u015f aras\u0131ndaki her 5 \u00e7ocuktan en az biri okula gitmiyor. Ya\u015f aral\u0131\u011f\u0131 12 ile 14 aras\u0131nda olanlarda ise bu oran her \u00fc\u00e7 \u00e7ocuktan biri.<\/p>\n<p><strong>KADINLARDA ORAN DAHA D\u00dc\u015e\u00dcK<\/strong><\/p>\n<p>D\u00fcnya genelinde kad\u0131n okuryazar say\u0131s\u0131n\u0131n erkeklere oranla daha az olmas\u0131 dikkati \u00e7ekiyor. Son y\u0131llardaki verilere g\u00f6re, gen\u00e7 kad\u0131nlar, okuma yazma bilmeyenlerin y\u00fczde 59\u2019unu olu\u015fturuyor.<\/p>\n<p>Orta ve Do\u011fu Asya, Avrupa, Kuzey Amerika, Latin Amerika ve Karayipler\u2019de kad\u0131n ve erkek okuryazar aras\u0131ndaki fark azken Kuzey Afrika, Bat\u0131 ve G\u00fcney Asya ile Sahraalt\u0131 Afrika\u2019da cinsiyetler aras\u0131ndaki okuryazarl\u0131k oranlar\u0131 fark\u0131 daha fazla.<\/p>\n<p>Okuryazar oran\u0131n\u0131n en d\u00fc\u015f\u00fck oldu\u011fu \u00fclkelerde k\u0131z \u00e7ocuklar\u0131 erkeklere g\u00f6re daha dezavantajl\u0131 konumda bulunuyor. Sahraalt\u0131 Afrika \u00fclkelerinde 6 ile 11 ya\u015f aral\u0131\u011f\u0131nda yakla\u015f\u0131k 9 milyon k\u0131z \u00e7ocu\u011fu e\u011fitimden mahrumken, erkeklerde bu say\u0131 6 milyon civar\u0131nda.<\/p>\n<p>\u0130statistikler, 15 ya\u015f ve \u00fczeri kad\u0131nlar\u0131n okuryazarl\u0131k oran\u0131 bu b\u00f6lgelerde olduk\u00e7a d\u00fc\u015f\u00fck oldu\u011funu ortaya koyuyor. Buna g\u00f6re 15 ya\u015f \u00fczeri kad\u0131nlar\u0131n en d\u00fc\u015f\u00fck oldu\u011fu \u00fclkeler; y\u00fczde 37 ile Afganistan, y\u00fczde 22 ile \u00c7ad, y\u00fczde 31 ile Mali, y\u00fczde 35 ile G\u00fcney Sudan.<\/p>\n<p><strong>D\u00dcNYA OKUMA YAZMA G\u00dcN\u00dc<\/strong><\/p>\n<p>UNESCO, 1967\u2019de 8 Eyl\u00fcl\u2019\u00fcn D\u00fcnya Okuma Yazma G\u00fcn\u00fc olarak kutlanmas\u0131na karar verdi. Her y\u0131l 8 Eyl\u00fcl\u2019de kutlanan D\u00fcnya Okuma G\u00fcn\u00fc\u2019nde bireylerin ve toplumlar\u0131n okuryazarl\u0131\u011f\u0131n\u0131n \u00f6neminin vurgulanmas\u0131 ve konuyla ilgili sorunlar hakk\u0131nda fark\u0131ndal\u0131k yarat\u0131lmas\u0131 amac\u0131yla \u00e7e\u015fitli faaliyetler d\u00fczenleniyor.<\/p>\n<p>Bu y\u0131lki D\u00fcnya Okuma Yazma G\u00fcn\u00fc, d\u00fcnya \u00e7ap\u0131nda \u201cOkuryazarl\u0131k \u00d6\u011frenme Alanlar\u0131n\u0131 D\u00f6n\u00fc\u015ft\u00fcrmek\u201d temas\u0131 alt\u0131nda kutlan\u0131yor. Bu y\u0131lki hedefler do\u011frultusunda UNESCO herkes i\u00e7in kaliteli, e\u015fitlik\u00e7i ve kapsay\u0131c\u0131 e\u011fitim sa\u011flamak i\u00e7in okuma yazmay\u0131 \u00f6\u011frenme alanlar\u0131n\u0131n temel \u00f6nemini yeniden d\u00fc\u015f\u00fcnmek i\u00e7in bir f\u0131rsat yaratmay\u0131 hedefliyor.
