Karardan 4 bin tapulu arazi sahibinin etkilenece\u011fi \u00f6\u011frenildi.<\/b><\/p>\n<p>\u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131&#8217;nca Mu\u011fla&#8217;n\u0131n Ortaca ve K\u00f6yce\u011fiz Mahalleleri\u2019nde y\u0131llard\u0131r kulland\u0131klar\u0131 tapulu arazilerinin Hassas Zon B\u00f6lgesi ilan edilmesi vatanda\u015flar taraf\u0131ndan tepkiyle kar\u015f\u0131land\u0131. Vatanda\u015flar, \u201cDo\u011fal Karakteri Korunacak Alan\u201d olarak g\u00f6sterilen arazilerde do\u011fal karakteri yans\u0131tan makilik, fundal\u0131k ve \u00e7al\u0131l\u0131k arazi dahi bulunmad\u0131\u011f\u0131 s\u00f6yledi.<\/p>\n<p>\u0130lk, \u00d6zel \u00c7evre Koruma B\u00f6lgesi (\u00d6\u00c7K) olma \u00f6zelli\u011findeki Mu\u011fla&#8217;n\u0131n, \u201cK\u00f6yce\u011fiz-Dalyan \u00d6zel \u00c7evre Koruma B\u00f6lgesi\u201dnde yer alan mahallelerden \u00f6nceki Hassas Zon alanlar\u0131na ilave olarak yakla\u015f\u0131k 5 bin 500 d\u00f6n\u00fcm tapulu alan \u201cHassas Zon\u201d alan\u0131 olarak ayr\u0131ld\u0131. Planda baz\u0131 mahallelerdeki yerle\u015fik alanda kalan parseller de yer ald\u0131\u011f\u0131 ortaya \u00e7\u0131kt\u0131.<\/p>\n<p><strong>KARARDAN 4 B\u0130N TAPULU ARAZ\u0130 SAH\u0130B\u0130 ETK\u0130LEN\u0130YOR<\/strong><\/p>\n<p>Yap\u0131lan \u00e7al\u0131\u015fmadan etkilenecek olan 4 bin tapulu arazi sahibinin itirazda bulundu\u011fu, gelen itirazlar \u00fczerine 26-30 Ekim tarihleri aras\u0131nda Ortaca&#8217;n\u0131n Dalyan Mahallesi\u2019nde bilgilendirme toplant\u0131s\u0131 d\u00fczenlenece\u011fi \u00f6\u011frenildi.<\/p>\n<p>Edinilen bilgiye g\u00f6re, \u00d6zel \u00c7evre Koruma Kurumu Ba\u015fkanl\u0131\u011f\u0131 taraf\u0131ndan 1\/25000 \u00f6l\u00e7ekli \u00c7evre D\u00fczeni Plan\u0131 kararlar\u0131n\u0131n revize edilmesi ve b\u00f6lgenin geni\u015fleyen s\u0131n\u0131rlar\u0131n\u0131 kapsayacak \u015fekilde ilave plan kararlar\u0131n\u0131n \u00fcretilmesi d\u00fc\u015f\u00fcn\u00fcld\u00fc. Bu nedenle \u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131&#8217;n\u0131n (Tabiat Varl\u0131klar\u0131n\u0131 Koruma Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc) 2018 yat\u0131r\u0131m program\u0131 kapsam\u0131na al\u0131nan \u201cK\u00f6yce\u011fiz-Dalyan \u00d6zel \u00c7evre Koruma B\u00f6lgesi, 1\/25000 \u00f6l\u00e7ekli \u00c7evre D\u00fczeni Plan\u0131 Revizyonu ve \u0130lavesi ile Plan Ara\u015ft\u0131rma ve A\u00e7\u0131klama Raporu\u201d haz\u0131rland\u0131. 1\/25000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Plan\u0131, 28 Haziran 2022 tarihinde Mu\u011fla \u00c7evre \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;n\u00fcn internet sayfas\u0131nda ask\u0131ya da \u00e7\u0131km\u0131\u015ft\u0131.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/i01.sozcucdn.com\/wp-content\/uploads\/2022\/10\/26\/f54e42e1-49b3-4cc0-be75-91c0512d9295.jpg\" alt=\"\" title=\"\"><\/p>\n<p><strong>\u201c\u0130T\u0130RAZLAR YAPILDI, TARIMSAL FAAL\u0130YETLER\u0130N YAPILMASI \u0130MKANSIZ\u201d<\/strong><\/p>\n<p>Naz\u0131m \u0130mar Plan\u0131&#8217;na ili\u015fkin itirazlarda, s\u00f6z konusu alanlar\u0131n orman alan\u0131 ve sazl\u0131k alan olmayan bu alanlar\u0131n k\u00f6yl\u00fclerce y\u0131llard\u0131r kullan\u0131lan tapulu ve verimli tar\u0131m arazileri oldu\u011fu belirtildi. \u0130tirazda\u00a0 \u201cHassas Alan&#8217; tan\u0131mlamas\u0131yla \u2018Do\u011fal Karakteri Korunacak Alan&#8217; kullan\u0131mlar\u0131nda g\u00f6sterildi\u201d denilerek, 28 Temmuz tarihinde Tabiat Varl\u0131klar\u0131n\u0131 Koruma Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne g\u00f6nderilmek \u00fczere \u00c7evre \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne yap\u0131ld\u0131.<\/p>\n<p>Yine itirazda, \u00f6zel m\u00fclkiyet ve tar\u0131msal faaliyetin ger\u00e7ekle\u015fti\u011fi alanlar\u0131n kullan\u0131m\u0131 tar\u0131m arazisi olarak kalmas\u0131 gerekti\u011fi, aksi takdirde plan h\u00fck\u00fcmleri kapsam\u0131nda de\u011ferlendirildi\u011finde tar\u0131msal faaliyetin yap\u0131lmas\u0131n\u0131n imkans\u0131z olaca\u011f\u0131 ifade edildi.<\/p>\n<p><strong>\u201c5 B\u0130N 500 D\u00d6N\u00dcM TAPULU ALANDA \u0130NSAN FAAL\u0130YETLER\u0130NE \u0130Z\u0130N VER\u0130LMEYECEK\u201d<\/strong><\/p>\n<p>\u201cDo\u011fal Karakteri Korunacak Alan\u201d olarak g\u00f6sterilen arazilerde do\u011fal karakteri yans\u0131tan makilik, fundal\u0131k ve \u00e7al\u0131l\u0131k arazi dahi bulunmamas\u0131na dikkat \u00e7ekilerek, \u201ckoruma \u00f6zelli\u011fini ta\u015f\u0131mayan tar\u0131m arazilerinin tar\u0131m alan\u0131 olarak b\u0131rak\u0131lmas\u0131, tar\u0131m\u0131n desteklenmesi a\u00e7\u0131s\u0131ndan da \u00e7ok \u00f6nemlidir.<\/p>\n<p>Hassas Zon olarak ayr\u0131lan yakla\u015f\u0131k 5 bin 500 d\u00f6n\u00fcm tapulu alanda insan faaliyetlerine izin verilmeyecek, bah\u00e7elerde bak\u0131m\u0131 ve hasat m\u00fcmk\u00fcn olmayacakt\u0131r. Y\u0131llard\u0131r kullan\u0131lan bah\u00e7e ve zeytinliklerde belirlenen Hassas Zon alan\u0131 ile 6831 say\u0131l\u0131 Orman Kanunu&#8217;ndaki 2\/B hak sahipleri de bu yerlerde tar\u0131msal faaliyetlerine devam edemeyecek\u201d denildi.<\/p>\n<p><strong>\u201cHAK KAYIPLARI B\u0130NLERCE K\u0130\u015e\u0130YE MA\u011eDUR\u0130YET YARATACAK\u201d<\/strong><\/p>\n<p>Yap\u0131lan itirazda, b\u00f6lgedeki tar\u0131msal faaliyetlerin \u00fclke ekonomisine \u00f6nemli katk\u0131lar\u0131 oldu\u011fu vurgulanarak \u015fu ifadeler kullan\u0131ld\u0131:<\/p>\n<p>\u201cK\u00f6yce\u011fiz-Dalyan \u00d6zel \u00c7evre Koruma B\u00f6lgesi&#8217;nde yer alan sadece K\u00f6yce\u011fiz&#8217;de binlerce ton narenciye ve nar \u00fcretilmekte. B\u00f6lgede \u00fcretilen ya\u015f meyve ve sebze, olu\u015fan sekt\u00f6r \u00fclke ekonomisine \u00f6nemli gelir kayna\u011f\u0131n\u0131 olu\u015fturmaktad\u0131r.<\/p>\n<p>Bu b\u00f6lgede \u00fcretilen \u00fcr\u00fcnlerin hem i\u00e7 pazarda t\u00fcketilmesi hem de d\u0131\u015far\u0131ya ihra\u00e7 edilebilmesi i\u00e7in tar\u0131msal \u00fcretimde kalite kayb\u0131n\u0131 en aza indirecek, \u00fcr\u00fcnlerin paketlenmesinde standartlar sa\u011flanaca\u011f\u0131 tesislere ihtiya\u00e7 duyulmaktad\u0131r. Bu sa\u011fland\u0131\u011f\u0131 takdirde t\u00fcketim de artacakt\u0131r. Bu ama\u00e7la b\u00f6lgede bu t\u00fcr kullan\u0131m alanlar\u0131n\u0131n olmamas\u0131 ve b\u00fcy\u00fck kapal\u0131 alan kullan\u0131m\u0131 gereksinimi oldu\u011fundan ask\u0131da bulunan plandan \u00f6nce \u2018Tar\u0131msal Mahsul \u0130\u015fleme Tesisi, Depolama Alan\u0131 ve So\u011fuk Hava Deposu&#8217; ama\u00e7l\u0131 imar plan\u0131 \u00e7al\u0131\u015fmalar\u0131 ba\u015flat\u0131lm\u0131\u015f ve planlamaya esas kurum g\u00f6r\u00fc\u015flerinin b\u00fcy\u00fck \u00e7o\u011funlu\u011fu olumlu sonu\u00e7lanm\u0131\u015ft\u0131. S\u00f6z konusu karardan d\u00f6n\u00fclmemesi hak kay\u0131plar\u0131na neden olacak ve ma\u011fduriyet olu\u015facakt\u0131r.\u201d<\/p>\n<p><strong>EN FAZLA MA\u011eDUR\u0130YET TOPARLAR MAHALLES\u0130&#8217;NDE<\/strong><\/p>\n<p>Toparlar Mahallesi Muhtar\u0131 H\u00fcsamettin \u00c7elik, K\u00f6yce\u011fiz olarak en fazla ma\u011fduriyeti Toparlar Mahallesi&#8217;ndeki vatanda\u015flar\u0131n ya\u015fayaca\u011f\u0131n\u0131 belirterek, \u201cZaten baz\u0131 yerlerde Hassas Zon olan b\u00f6lge bu stat\u00fcden \u00e7\u0131kar\u0131lm\u0131\u015f, tapulu araziler Hassas Zon olarak g\u00f6sterilmi\u015f. Alana hi\u00e7 kimse gelerek bir \u00e7al\u0131\u015fmada bulunmad\u0131. Bu \u00e7al\u0131\u015fman\u0131n yerinde bir \u00e7al\u0131\u015fma de\u011fil, ka\u011f\u0131t \u00fczerinde yap\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6steriyor. Plandan d\u00f6n\u00fclmesini istiyoruz\u201d dedi.<\/p>\n<p><strong>\u201cBU \u00c7ALI\u015eMAYA B\u0130R ANLAM VEREMED\u0130K\u201d<\/strong><\/p>\n<p>Zeytinalan\u0131 Mahallesi Muhtar\u0131 Sezgin Ko\u00e7yi\u011fit, \u201cBu \u00e7al\u0131\u015fmaya bir anlam veremedik\u201d diyerek \u015f\u00f6yle devam etti:<\/p>\n<p>\u201cMahallenin i\u00e7erisinde 2b&#8217;den parselizasyon \u00e7al\u0131\u015fmas\u0131 yap\u0131lan 527 d\u00f6n\u00fcm yer, mahalledeki evler hassas zon, makilik ve orman olarak g\u00f6sterilmi\u015f. Sadece Zeytinalan\u0131 mahallesinde bin civar\u0131nda hak sahibi itiraz dilek\u00e7esi verdi. Mu\u011fla Fethiye karayolunun K\u00f6yce\u011fiz-Ortaca aras\u0131nda kalan yol kenar\u0131ndaki baz\u0131 yerlerde ise ba\u011f bah\u00e7e alanlar\u0131 g\u00f6r\u00fcn\u00fcyor.<\/p>\n<p>Ba\u011f bah\u00e7e g\u00f6r\u00fcnen alanlarda i\u015fletmeler ve yerle\u015fim yerleri var. Masa ba\u015f\u0131 \u00e7al\u0131\u015fmas\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6rmekteyiz. Gerekli itirazlar\u0131m\u0131z\u0131 yapt\u0131k.
