Norve\u00e7\u2019ten B\u00fcy\u00fckel\u00e7i Jan Petersen&#8217;in ba\u015fkanl\u0131k etti\u011fi heyet, 29 Nisan 2023 tarihinde g\u00f6reve ba\u015flam\u0131\u015ft\u0131.<\/p>\n<p>Heyetin \u00e7ekirdek grubu \u00e7al\u0131\u015fmalar\u0131n\u0131 Ankara&#8217;dan s\u00fcrd\u00fcr\u00fcrken, 7 Nisan&#8217;da uluslararas\u0131 uzmanlar ve 28 uzun d\u00f6nem g\u00f6zlemci g\u00f6revlerine ba\u015flad\u0131. AG\u0130T ayr\u0131ca \u00fcye devletlerden, se\u00e7imden birka\u00e7 g\u00fcn \u00f6nce 350 ki\u015fiden olu\u015fan k\u0131sa s\u00fcreli g\u00f6zlemci talebinde bulundu.<\/p>\n<p>Se\u00e7ime 16 g\u00fcn kala yay\u0131mlanan raporda, heyetin g\u00f6zlemlerine, g\u00fcncel geli\u015fmelere, demokratik se\u00e7imler i\u00e7in \u00f6nerilere ve daha \u00f6nce yap\u0131lan \u00f6nerilerin ne \u00f6l\u00e7\u00fcde hayata ge\u00e7irilip ge\u00e7irilmedi\u011fine ili\u015fkin de\u011ferlendirmelere yer verildi.<\/p>\n<p><strong>\u201cADAYLAR KI\u015eKIRTICI MESAJLAR VERMEKTE VE SERT B\u0130R D\u0130L KULLANMAKTA\u201d <\/strong><\/p>\n<p>Rapordan \u00f6ne \u00e7\u0131kan ba\u015fl\u0131klar \u015f\u00f6yle:<\/p>\n<p>\u2013 \u201cDK\u0130HB SGH&#8217;nin g\u00f6r\u00fc\u015ft\u00fc\u011f\u00fc t\u00fcm muhataplar\u0131, se\u00e7imlerin se\u00e7menlere siyasi alternatifler aras\u0131ndan ger\u00e7ek bir se\u00e7im yapma olana\u011f\u0131 sa\u011flad\u0131\u011f\u0131 konusunda hemfikirlerdir. Siyasi partiler, \u00fclke genelinde aktif olarak kampanya y\u00fcr\u00fctmektedirler ve deprem sonras\u0131 iyile\u015fme, milli savunma ve ekonominin durumu gibi kampanya mesajlar\u0131n\u0131 duyurmak i\u00e7in sosyal a\u011flar\u0131 kullanmaktad\u0131rlar. Siyasi yelpazenin d\u00f6rt bir taraf\u0131ndan se\u00e7ime kat\u0131lan adaylar, \u00e7evrimi\u00e7i de dahil olmak \u00fczere, kar\u015f\u0131l\u0131kl\u0131 olarak k\u0131\u015fk\u0131rt\u0131c\u0131 mesajlar vermekte ve sert bir dil kullanmaktad\u0131rlar. DK\u0130HB SGH&#8217;nin T\u00fcrkiye\u2019nin g\u00fcneydo\u011fusunda g\u00f6r\u00fc\u015ft\u00fc\u011f\u00fc baz\u0131 siyasi parti muhataplar\u0131, kampanya faaliyetlerine kar\u015f\u0131 fiziksel ve idari engeller g\u00f6sterildi\u011finin yan\u0131 s\u0131ra devlet yetkililerinin destek\u00e7ileri \u00fczerinde bask\u0131 uygulad\u0131\u011f\u0131n\u0131 da iddia etmi\u015flerdir.<\/p>\n<p>\u2013 Mevzuat, ifade ve medya \u00f6zg\u00fcrl\u00fc\u011f\u00fc getirmekte ve se\u00e7ime kat\u0131lan adaylar\u0131n se\u00e7im kampanyalar\u0131n\u0131n tarafs\u0131z bir \u015fekilde yay\u0131nlanmas\u0131n\u0131 sa\u011flamaktad\u0131r. Ancak, DK\u0130HB SGH&#8217;nin g\u00f6r\u00fc\u015ft\u00fc\u011f\u00fc pek \u00e7ok muhatap, web sitelerinin s\u0131k s\u0131k engellendi\u011fine, i\u00e7erik kald\u0131rma taleplerine ve ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fcne ili\u015fkin yasal k\u0131s\u0131tlamalar\u0131n kullan\u0131ld\u0131\u011f\u0131na dikkat \u00e7ekmi\u015ftir. DK\u0130HB\u2019nin daha \u00f6nceki bir tavsiyesine ra\u011fmen hakaret ceza gerektiren bir su\u00e7 olmaya devam etmektedir ve \u00e7o\u011funlukla ter\u00f6rle ilgili su\u00e7lamalarla ba\u011flant\u0131l\u0131land\u0131r\u0131larak ele\u015ftirel gazetecilere kar\u015f\u0131 s\u0131kl\u0131kla kullan\u0131lmaktad\u0131r. DK\u0130HB SGH&#8217;nin g\u00f6r\u00fc\u015ft\u00fc\u011f\u00fc pek \u00e7ok muhatap, son y\u0131llarda a\u011f\u0131rl\u0131kl\u0131 olarak muhalefetle ba\u011flant\u0131l\u0131 medya kurulu\u015flar\u0131na y\u00f6nelik orant\u0131s\u0131z ve se\u00e7ici yapt\u0131r\u0131mlar\u0131n uyguland\u0131\u011f\u0131n\u0131 iddia ederek, Radyo ve Televizyon \u00dcst Kurulu\u2019nun (RT\u00dcK) ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 ve tarafs\u0131zl\u0131\u011f\u0131yla ilgili endi\u015felerini dile getirmi\u015flerdir.<\/p>\n<p><strong>\u0130STANBUL S\u00d6ZLE\u015eMES\u0130 DETAYI<\/strong><\/p>\n<p>\u2013 T\u00fcrkiye, demokratik kat\u0131l\u0131m\u0131 art\u0131rmak i\u00e7in gerekli yasal de\u011fi\u015fiklikleri yapmak \u00fczere Mart 2021\u2019de bir Ulusal \u0130nsan Haklar\u0131 Eylem Plan\u0131 uygulamaya koymu\u015ftur. Bununla birlikte, bir\u00e7ok uluslararas\u0131 kurulu\u015f ba\u015fta toplanma ve \u00f6rg\u00fctlenme \u00f6zg\u00fcrl\u00fcklerine getirilen s\u0131n\u0131rlamalar ile ifade ve medya \u00f6zg\u00fcrl\u00fc\u011f\u00fc ve internet kullan\u0131m \u00f6zg\u00fcrl\u00fc\u011f\u00fc de dahil olmak \u00fczere medeni ve siyasi haklara sayg\u0131 g\u00f6sterilmesi konusundaki endi\u015felerini dile getirmeye devam etmi\u015ftir. Anayasa ile g\u00fcvence alt\u0131na al\u0131nmas\u0131na ra\u011fmen, uluslararas\u0131 akt\u00f6rler ve DK\u0130HB SGH&#8217;nin g\u00f6r\u00fc\u015ft\u00fc\u011f\u00fc \u00e7e\u015fitli muhataplar\u0131, yarg\u0131n\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131na ili\u015fkin endi\u015felerini dile getirmeye devam etmektedir. Baz\u0131 DK\u0130HB SGH muhataplar\u0131 muhalefet partilerine ve destek\u00e7ilerine, \u00f6zellikle de Halklar\u0131n Demokratik Partisi\u2019ne (HDP), y\u00f6nelik sistematik hedef alma olarak alg\u0131lad\u0131klar\u0131 durumla ilgili endi\u015felerini dile getirmi\u015flerdir. HDP hakk\u0131nda Mart 2021\u2019de ba\u015flat\u0131lan kapatma davas\u0131 h\u00e2l\u00e2 devam etmektedir.<\/p>\n<p>\u2013 Anayasa kad\u0131n erkek e\u015fitli\u011fini garanti alt\u0131na almaktad\u0131r. Lakin, kad\u0131nlar siyasette ve liderlik pozisyonlar\u0131nda hala yeterince temsil edilmemektedirler. Mevcut mecliste 577 vekilin 100\u2019\u00fc (y\u00fczde 17) kad\u0131nlardan olu\u015fmaktad\u0131r. 17 bakandan sadece biri kad\u0131nd\u0131r. Belediye ba\u015fkanlar\u0131n\u0131n sadece y\u00fczde 3\u2019\u00fc, muhtarlar\u0131n y\u00fczde 2\u2019si ve yerel meclis \u00fcyelerinin ise y\u00fczde 11\u2019i kad\u0131nd\u0131r. 2018\u2019de h\u00fck\u00fcmet, toplumsal ya\u015fam\u0131n her alan\u0131nda toplumsal cinsiyet e\u015fitli\u011fini desteklemek i\u00e7in Kad\u0131n\u0131n G\u00fc\u00e7lendirilmesine ili\u015fkin Strateji Belgesi ve Eylem Plan\u0131n\u0131 kabul etmi\u015ftir. T\u00fcrkiye, 20 Mart 2021\u2019de Kad\u0131na Y\u00f6nelik \u015eiddet ve Aile \u0130\u00e7i \u015eiddetin \u00d6nlenmesi ve Bunlarla M\u00fccadeleye \u0130li\u015fkin Avrupa Konseyi S\u00f6zle\u015fmesi\u2019nden (\u0130stanbul S\u00f6zle\u015fmesi) \u00e7ekilmi\u015ftir.<\/p>\n<p><strong>\u201cMEVZUAT, DEMOKRAT\u0130K SE\u00c7\u0130MLER\u0130N Y\u00dcR\u00dcT\u00dcLMES\u0130 \u0130\u00c7\u0130N TEMEL HAK VE \u00d6ZG\u00dcRL\u00dcKLER\u0130 KISITLAMAYA DEVAM ETMEKTED\u0130R\u201d <\/strong><\/p>\n<p>\u2013 DK\u0130HB\u2019nin daha \u00f6nce payla\u015ft\u0131\u011f\u0131 tavsiyesine ra\u011fmen, mevzuat, demokratik se\u00e7imlerin y\u00fcr\u00fct\u00fclmesi i\u00e7in temel hak ve \u00f6zg\u00fcrl\u00fckleri k\u0131s\u0131tlamaya devam etmektedir ve mevzuat\u0131n ek k\u0131s\u0131tlamalar getirmesine izin verilmektedir.<\/p>\n<p>\u2013 Mart 2022\u2019de AK Parti ve MHP\u2019nin teklifi \u00fczerine TBMM\u2019de 7393 say\u0131l\u0131 Kanun kabul edilmi\u015f olup s\u00f6z konusu Kanun, se\u00e7imlerin yasal \u00e7er\u00e7evesinde baz\u0131 \u00f6nemli de\u011fi\u015fiklikler getirmi\u015ftir. \u2026 Yap\u0131lan bu de\u011fi\u015fiklikler DK\u0130HB&#8217;nin daha \u00f6nce payla\u015ft\u0131\u011f\u0131 Meclis&#8217;e girme baraj\u0131n\u0131n d\u00fc\u015f\u00fcr\u00fclmesi ve g\u00f6rme engelli se\u00e7menlerin kat\u0131l\u0131m\u0131n\u0131 kolayla\u015ft\u0131rmaya ili\u015fkin tavsiyelerini dikkate alm\u0131\u015ft\u0131r. Ancak, se\u00e7im \u00e7evreleri aras\u0131ndaki koltuk da\u011f\u0131l\u0131m\u0131, se\u00e7men ve aday haklar\u0131, kampanya finansman\u0131 d\u00fczenlemesi, partizan olmayan g\u00f6zlem ve se\u00e7im uyu\u015fmazl\u0131klar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fc ile ilgili DK\u0130HB&#8217;nin tavsiyeleri de dahil olmak \u00fczere, B\u00fcronun verdi\u011fi ve uzun zamand\u0131r bekleyen tavsiyelerinin \u00e7o\u011fu dikkate al\u0131nmam\u0131\u015ft\u0131r.<\/p>\n<p>\u2013 Se\u00e7imlerin y\u00fcr\u00fct\u00fclmesi ve s\u00fcrecin d\u00fczenlenmesi konusunda yegane denetim sorumlulu\u011fu YSK&#8217;ye aittir. YSK her biri birinci s\u0131n\u0131f (k\u0131demli) hakimler aras\u0131ndan alt\u0131-y\u0131ll\u0131k s\u00fcre ile atanan yedi asil ve d\u00f6rt yedek \u00fcyeden olu\u015fan daimi bir kuruldur. T\u00fcm YSK \u00fcyeleri erkek \u00fcyelerdir. \u2026 Yedi \u00fcyeden olu\u015fan \u0130l\u00e7e Se\u00e7im Kurullar\u0131na bir hakim ba\u015fkanl\u0131k etmekte ve Kurul iki devlet memuru ve d\u00f6rt siyasi parti temsilcisinden olu\u015fmaktad\u0131r. 2022&#8217;de yap\u0131lan yasal de\u011fi\u015fiklikler ile \u0130l ve \u0130l\u00e7e Se\u00e7im Kurullar\u0131&#8217;n\u0131n\u0131n \u00fcyelerinin yarg\u0131dan se\u00e7ilme y\u00f6ntemi de\u011fi\u015ftirilmi\u015ftir. DK\u0130HB Se\u00e7im G\u00f6zlem Heyetinin baz\u0131 g\u00f6r\u00fc\u015fmelerinde yeni atama usul\u00fcn\u00fcn yarg\u0131 \u00fcyelerinin siyasi etki alt\u0131nda kalma olas\u0131l\u0131\u011f\u0131n\u0131 art\u0131rabilece\u011fi konusunda endi\u015feler dile getirilmi\u015ftir.<\/p>\n<p><strong>\u201cSE\u00c7\u0130MLER\u0130N Y\u00dcR\u00dcT\u00dcLMES\u0130N\u0130N \u00d6N\u00dcNDE B\u00dcY\u00dcK B\u0130R ENGEL OLMADI\u011eI SONUCUNA VARMI\u015eTIR\u201d <\/strong><\/p>\n<p>\u2013 \u015eu ana kadar se\u00e7im idaresi uyulmas\u0131 gereken yasal s\u00fcrelerin \u00e7o\u011funa sad\u0131k kalm\u0131\u015f olup yaln\u0131z se\u00e7men listelerinin kesinle\u015ftirilmesi ve oy kullanma yerlerinin belirlenmesi konular\u0131nda belirlenen s\u00fcrelere uyulmam\u0131\u015ft\u0131r. Mart ve Nisan aylar\u0131nda YSK depremden etkilenen illerde altyap\u0131n\u0131n ald\u0131\u011f\u0131 hasar\u0131 tespit etmek i\u00e7in denetim yapm\u0131\u015f ve se\u00e7imlerin y\u00fcr\u00fct\u00fclmesinin \u00f6n\u00fcnde b\u00fcy\u00fck bir engel olmad\u0131\u011f\u0131 sonucuna varm\u0131\u015ft\u0131r. Ancak se\u00e7im idarelerine ait tesislerin 15 il\u00e7ede yerinin de\u011fi\u015ftirilmesi gerekmi\u015f ve pek \u00e7ok oy kullanma yeri i\u00e7in alternatif lokasyonlar belirlenmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Yasal y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcne ra\u011fmen YSK ald\u0131\u011f\u0131 t\u00fcm kararlar\u0131 kamuoyu ile payla\u015fmam\u0131\u015ft\u0131r.<\/p>\n<p>\u2013 DK\u0130HB&#8217;nin yapt\u0131\u011f\u0131 g\u00f6r\u00fc\u015fmelerde pek \u00e7ok kez deprem sebebiyle yer de\u011fi\u015fikli\u011fi yapan se\u00e7menlerin b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131n adres de\u011fi\u015fikli\u011fini yapmam\u0131\u015f olma ihtimali konusunda endi\u015feler payla\u015f\u0131lm\u0131\u015f, baz\u0131 g\u00f6r\u00fc\u015fmelerde kay\u0131t s\u00fcresi daha uzun olsayd\u0131 daha fazla say\u0131da yer de\u011fi\u015fikli\u011fi yapm\u0131\u015f se\u00e7menin adreslerini g\u00fcncelleyebilecek olabilece\u011fi ifade edilmi\u015ftir. Baz\u0131 siyasi partiler ve sivil toplum kurulu\u015flar\u0131 DK\u0130HB SGH&#8217;yi depremden etkilenen se\u00e7menlere se\u00e7im g\u00fcn\u00fcnde ikamet adreslerine d\u00f6nebilmeleri i\u00e7in ula\u015f\u0131m imkan\u0131 sa\u011flama planlar\u0131 konusunda bilgilendirmi\u015ftir. Dahas\u0131, Y\u00fcksek\u00f6\u011fretim Kurulu&#8217;nun 30 Mart tarihli \u00fclke genelinde y\u00fcz y\u00fcze e\u011fitime geri d\u00f6nme karar\u0131 ve etkilenen \u00f6\u011frencilerin bu durumda okuduklar\u0131 illere ikametlerini ta\u015f\u0131mak i\u00e7in yaln\u0131z \u00fc\u00e7 g\u00fcn\u00fcn\u00fcn kalmas\u0131 konusunda endi\u015feler de dile getirilmi\u015ftir.<\/p>\n<p><strong>\u201cADAY L\u0130STELER\u0130NDE 372 (Y\u00dcZDE 20) KADIN ADAY BULUNMAKTADIR\u201d <\/strong><\/p>\n<p>\u2013 31 Mart olarak tayin edilen son tarih itibari ile YSK d\u00f6rt adet cumhurba\u015fkan\u0131n\u0131 aday\u0131 kay\u0131t alt\u0131na alm\u0131\u015ft\u0131r. Kay\u0131t alt\u0131na al\u0131nan adaylardan hi\u00e7biri kad\u0131n de\u011fildir. Milletvekili genel se\u00e7imleri i\u00e7in 24 siyasi partiden gelen 1.849 aday ile 151 ba\u011f\u0131ms\u0131z aday YSK taraf\u0131ndan kay\u0131t alt\u0131na al\u0131nm\u0131\u015ft\u0131r. Adayl\u0131k i\u00e7in kay\u0131t niteliklerine haiz olmad\u0131klar\u0131 gerek\u00e7esiyle YSK yedi cumhurba\u015fkanl\u0131\u011f\u0131 aday aday\u0131 ile sekiz ba\u011f\u0131ms\u0131z milletvekili aday\u0131n\u0131n kay\u0131t ba\u015fvurular\u0131n\u0131 reddetmi\u015f; dokuz cumhurba\u015fkanl\u0131\u011f\u0131 aday\u0131n\u0131n ise gerekli destek imza say\u0131s\u0131na ula\u015famamas\u0131 gerek\u00e7esi ile reddetmi\u015ftir. 13.037 milletvekili aday\u0131n\u0131n i\u00e7inden y\u00fczde 25 kadar\u0131 kad\u0131nd\u0131r. Aday listelerinde 372 (y\u00fczde 20) kad\u0131n aday bulunmaktad\u0131r.<\/p>\n<p><strong>\u201cCHP&#8217;L\u0130 ANKARA BELED\u0130YE BA\u015eKANI DA KAMPANYA \u0130\u00c7\u0130N A\u00c7ILI\u015eLARI KULLANMI\u015eTIR\u201d <\/strong><\/p>\n<p>\u2013 T\u00fcm b\u00fcy\u00fck siyasi partiler, depremde hayat\u0131n\u0131 kaybedenlere sayg\u0131 g\u00f6stermek amac\u0131yla daha sakin bir kampanya y\u00fcr\u00fctme niyetlerini ifade etmi\u015flerdir. Ancak, h\u00fck\u00fcm s\u00fcren kutupla\u015fmay\u0131 yans\u0131tan kampanyan\u0131n tonu, \u00e7evrimi\u00e7i olanlar da dahil olmak \u00fczere, genellikle \u00e7at\u0131\u015fmac\u0131 olmu\u015ftur. Siyasi yelpazeden \u00e7e\u015fitli adaylar kar\u015f\u0131l\u0131kl\u0131 olarak k\u0131\u015fk\u0131rt\u0131c\u0131 ve sert bir dil kullanm\u0131\u015flar, g\u00f6revdeki Cumhurba\u015fkan\u0131 di\u011fer adaylara ve muhalefet partilerine defalarca ter\u00f6r destek\u00e7isi olarak at\u0131fta bulunmu\u015f ve baz\u0131 muhalif politikac\u0131lar mevcut h\u00fck\u00fcmeti \u2018fa\u015fist&#8217; olarak yaftalam\u0131\u015flard\u0131r. Mevzuat devlet ve yerel y\u00f6netimin kaynaklar\u0131n\u0131 kampanya amac\u0131yla kullanmas\u0131n\u0131 yasaklarken, g\u00f6revdeki Cumhurba\u015fkan\u0131 \u00f6nemli kamu ve altyap\u0131 projelerinin a\u00e7\u0131l\u0131\u015f\u0131nda kampanya unsurlar\u0131n\u0131 i\u00e7eren \u00e7e\u015fitli konu\u015fmalar yapm\u0131\u015f ve CHP\u2019li Ankara Belediye Ba\u015fkan\u0131 da kampanya i\u00e7in kamu altyap\u0131 a\u00e7\u0131l\u0131\u015flar\u0131n\u0131 kullanm\u0131\u015ft\u0131r.<\/p>\n<p>\u2013 YSP ve T\u0130P adaylar\u0131 d\u0131\u015f\u0131nda, DK\u0130HB SGH g\u00f6zlemcileri taraf\u0131ndan izlenen mitinglerin \u00e7o\u011funda kad\u0131n adaylar belirgin bir \u015fekilde yer almamaktad\u0131r. Baz\u0131 iktidar partisi ve \u00fcst d\u00fczey h\u00fck\u00fcmet yetkilileri, ayr\u0131mc\u0131 bir dil kullanarak muhalefet ittifak\u0131na at\u0131fta bulunmakta ve ittifak\u0131 LGBT toplulu\u011fu ile ili\u015fkilendirmektedirler.
