Tam aksine ev sahibi ile kirac\u0131 aras\u0131ndaki sorunlar\u0131n t\u0131rmanmas\u0131na sebep olur\u201d dedi.<\/p>\n<p>Ev sahibi ve kirac\u0131n\u0131n sorunlar\u0131n\u0131 genellikle kendi aralar\u0131nda uzla\u015fma ile \u00e7\u00f6zmeye \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131 hat\u0131rlatan Ak\u00e7am, Adalet Bakanl\u0131\u011f\u0131&#8217;n\u0131n alternatif olarak haz\u0131rlad\u0131klar\u0131 hapis cezas\u0131, adli para cezas\u0131 ya da idari para cezas\u0131 form\u00fcl\u00fcyle ilgili olarak \u015f\u00f6yle dedi:<\/p>\n<p>\u201cFahi\u015f kira art\u0131\u015flar\u0131 ile ilgili yapt\u0131r\u0131m uygulanaca\u011f\u0131, para ve hapis cezas\u0131 verilebilmesi i\u00e7in \u00e7al\u0131\u015fma yap\u0131ld\u0131\u011f\u0131 y\u00f6n\u00fcnde bilgiler var. Bize g\u00f6re fahi\u015f art\u0131\u015flar\u0131n belirlenmesiyle ilgili olarak \u015fehirlerde alt ve \u00fcst s\u0131n\u0131r belirlenerek bir skala \u00e7al\u0131\u015fmas\u0131 yap\u0131lmas\u0131, ondan sonra yapt\u0131r\u0131mlar\u0131n devreye sokulmas\u0131 uygun olacakt\u0131r kan\u0131s\u0131nday\u0131m.<\/p>\n<p>Tabi ki yapt\u0131r\u0131mlar para cezas\u0131 veya hapis cezas\u0131 verilmesinin etkili olabilece\u011fi d\u00fc\u015f\u00fcncesindeyim. Ancak ekonominin vazge\u00e7ilmez kural\u0131 olan arz ve talebin fiyatlar\u0131 belirledi\u011finin unutulmamas\u0131 ona g\u00f6re de yasal d\u00fczenlemeler getirilmesinin dengeleri korumak anlam\u0131nda \u00f6nemli oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum.<\/p>\n<p><b>\u2018DAVALAR UZAYIP G\u0130D\u0130YOR\u2019<\/b><\/p>\n<p>Hukuk\u00e7ular, kirac\u0131n\u0131n fahi\u015f fiyat iddias\u0131na, ev sahibi de \u2018Evimin de\u011feri bu tutar de\u011fil&#8217; diyerek dava a\u00e7abilece\u011fine i\u015faret ediyor. B\u00f6yle bir durumda ev sahibinin ger\u00e7ek daire de\u011ferinin tespit edilmesini talep edebilir ki bu durum da ev sahibi ile kirac\u0131 aras\u0131ndaki davalar uzay\u0131p gidiyor.<\/p>\n<p>\u00d6nlem olarak yabanc\u0131ya arsa, konut ve i\u015fyeri sat\u0131\u015f\u0131 durdurulmal\u0131d\u0131r.
